The Main Responsibilities

Reviews and analyzes RFP, RFQ, and RFIs to respond with compliant, competitive solutions and documents (writes) to those solutions in proposal responses

Creates Basis of Estimates (BOEs) for ISP and OSP projects including labor estimates, material estimates, Other Direct Charges, Travel, etc

Directly interfaces with Government customers, vendors, subcontractors, and other internal groups

Produces Engineering Design Packages (EDPs) as required

Write SOWs, Method of Procedures (MOPs), test and acceptance plans using required standards, best commercial practices, and customer site standards

Designs, fabricates, modifies, and evaluates equipment and devices

Design circuit line records, cable paths and conveyances

Develop estimates for project schedules and budget

Assists with installation of WAN circuit delivery with the DOD

Provides engineering assistance for ISP and OSP installation

Coordinates subcontractors, materials, tools and equipment to complete projects on schedule and within budget

Understands and adheres to DOD, customer site and company policies and practices

Understands and develops circuit testing criteria, work with vendors conduct tests, review and build site test reports for contract delivery of a host of circuit types

Updates network drawings using available tools and other software-based applications
 

What We Look For in a Candidate

BS in Telecommunications or equivalent work experience (8 years experience in telecommunications O&M, installation, and engineering)

Experience reviewing and analyzing solicitation documents and developing solutions

Experience with optical equipment for WAN circuit delivery

Knowledge of Ciena, Nortel, Lucent and Cisco equipment desirable

Ability to redline as-built drawings and update and create Engineering Design Packages (EDPs)

Ability to present customer information on project status in various forms such as MS Power Point briefings and MS Project schedules

Knowledge of telecommunications installations standards required

Knowledge of telecommunications test equipment, operation, procedures, and practices

Applicants selected will be subject to a government security investigation and must meet eligibility requirements for access to classified information

US Citizenship required with ability to obtain Secret clearance
